All you have to do is bore the one cylinder out, put a sleeve in the bored cylinder hole, reuse your old piston, and replace all the rings on the engine. Most people still driving the 1.9 diesel's and TDI's are looking to save money. If you have low compression in 1 or 2 cylinders, this is by far the cheapest way to solve your problem!
